23 is a filesharing service based in Copenhagen; it has a free membership level that allows uploading 30 images a month, and a subscription service (GoPlus) for unlimited uploads for 20 euro a year. Images can be printed through their print provider, DigiBug.
Uploaded images can be shared by e-mail, with other 23 members, or publicly, depending on your preference. Images can be uploaded through a Flash-based web interface, or by e-mail. Images are organized into albums that you create and name. There is also a tagging feature and a calendar feature for organizing. 23 has a basic image editor and more features available through Picnik. Images are resized for the web when you upload them, though the original size is retained (and easy to find).
23's terms of service are simple, bullet-pointed, and sensible. You can search the site's public images by tags, and by a simple word search. Images are downloaded with a simple rightclick "save-image-as." Public images contain the Creative Commons license. Limited descriptions can be added to the albums when you create them, and afterwards. You can download a whole public album as a zip file.

Uploading a photo is easy and there is a description field you can add to as well as tags. The features are very like Flickr. The tags and descriptions are translated into the language you choose.

A good site with services similar to those in Flickr. The method for adding text and tags is not as robust as Flickr's. The translation of text feature might be a plus for an international group like VRA.
